Europe’s Coolest Neighborhoods 2026: An Italian Makes the List

September 20, 2026

From bars to shops, from palaces to squares and gardens: there are many elements that give a neighborhood its own identity. These are the places that tell the daily face of cities, the ones residents live every day and that, for visitors, can become the most interesting discovery of a trip. And there is one Italian among the coolest in Europe in 2026, so much so that it has climbed onto the podium: crowned by Time Out, which this year as well asked its international network of editors and local experts to identify the neighborhoods that best tell the stories of contemporary cities.

From the global selection of 40 best neighborhoods in the world, 13 European ones emerge, chosen considering aspects such as the culinary scene, nightlife, the presence of independent venues, quality of life and a sense of community.

Europe’s Coolest Neighborhood

At the top of the European ranking of the coolest neighborhoods is a corner of Athens few know, far from the tourist hotspots: it is Neos Kosmos, which even climbs to the third place worldwide.

Contributing to the district’s new energy is chiefly Onassis Stegi, a cultural center dedicated to art and contemporary creativity that hosts exhibitions, performances and numerous events, plus a rooftop restaurant with panoramic views.

Strolling through the streets of Neos Kosmos, the reasons for its success become clear: traditional bakeries coexist with Armenian and Thai restaurants, while a new generation of venues has entered the neighborhood’s fabric without erasing its identity.

The Italian Neighborhood on the Podium

Rome takes third place in the ranking (and tenth in the world) with one of its liveliest and most multicultural districts: Esquilino.

Its beating heart is Piazza Vittorio Emanuele II, with its large gardens returned in recent years to being a meeting place and a space for events, live music and open-air cinema. Around it mingle very different souls: traces of Ancient Rome, historic palaces, markets and restaurants that tell the district’s strong multicultural character. Even events enliven the neighborhood, such as the Esquilino Jazz Festival, which brings music and performances to the heart of the rione.

The Complete Ranking

On the second rung of the podium, after Neos Kosmos in the Greek capital, rises Govanhill, in Glasgow: a district where Irish pubs, ethnic restaurants and Transylvanian venues coexist along Victoria Road. The more affordable rents compared to other parts of the city have also helped attract artists and writers in recent years and to fuel a lively independent cultural scene.

After the Esquilino, in fourth place we find Russafa, in Valencia, among 19th-century buildings with pastel facades, natural wine shops, new coffee shops and traditional bodegas.

Here are the 13 coolest neighborhoods in Europe in 2026 according to Time Out:

  1. Neos Kosmos, Athens (Greece);
  2. Govanhill, Glasgow (Scotland, United Kingdom);
  3. Esquilino, Rome (Italy);
